What happened

On June 13, 2000, Kim Dae-jung flew to Pyongyang for the first leaders' meeting since the 1945 division, and Kim Jong-il surprised the world by greeting him on the airport tarmac. The first inter-Korean summit (남북정상회담) ended with the June 15 Joint Declaration: Koreans would pursue unification themselves, hold family reunions and expand economic ties. Reunions began that August, and Kim Dae-jung received the Nobel Peace Prize in December.

Why it matters

It broke a half-century taboo on direct leader-to-leader talks and opened a decade of tourism, trade and family reunions.

How we know

The signed June 15 Declaration, live TV coverage, both governments' records, and a 2003 special prosecutor's report on money sent to the North before the summit.

Still debated

Whether money bought the summit: the 2003 inquiry found Hyundai secretly sent about $500 million north, $100 million of it on the government's behalf.

Connections (4)

▸Separated families were briefly reunited after First inter-Korean summitWell documented

The connection

The June 15 Declaration promised reunions, and on August 15, 2000, 100 people from each side crossed to Seoul and Pyongyang to meet relatives unseen for 50 years. Only one exchange, in 1985, had come before. Twenty more rounds followed through 2018, but each lasted only days and reached about 20,000 people in all.

When and how

Seoul and Pyongyang, August 15–18, 2000, arranged by the two Red Cross societies; later rounds were held mostly at Mount Kumgang in the North.

How we know

Ministry of Unification and Red Cross records of each round, and widely broadcast footage of the meetings.

Debates and open questions

Why reunions stopped after 2018, and whether lasting contact, by letter or visit, will come before the last first-generation survivors die; most of the 130,000-plus applicants already have.

▸Sunshine Policy led to First inter-Korean summitWell documented

The connection

Two years of engagement, Mount Kumgang tourism and aid built enough trust for secret talks. Kim's March 2000 Berlin speech offered state aid for North Korea's roads, power and farms, and envoys then met quietly in Shanghai and Beijing. On April 10 both sides announced the summit.

When and how

Berlin Declaration, March 9, 2000; secret contacts led by Park Jie-won in China; summit announced April 10, 2000.

How we know

The Berlin speech text, the April agreement, and later testimony and prosecution records on how the meeting was arranged.

Debates and open questions

Whether goodwill or money clinched it: the 2003 special prosecutor found that about $500 million went north just before the summit.

▸Kim Jong-il hosted First inter-Korean summitWell documented

The connection

Kim Jong-il, rarely seen in public and caricatured in the South as a recluse, met Kim Dae-jung at Pyongyang's airport and held talks with him over three days. His jokes and frankness on live TV reshaped Southern views of him. He also promised a return visit to Seoul.

When and how

Pyongyang, June 13–15, 2000: Sunan Airport, the Paekhwawon guesthouse and a farewell banquet.

How we know

Live broadcast footage, the joint declaration bearing both leaders' signatures, and memoirs of South Korean officials present.

Debates and open questions

What he wanted most: aid and cash, legitimacy, or a hedge against the U.S. His promised Seoul visit never happened.

▸2018–19 summits (Panmunjom, Singapore, Hanoi) followed the precedent of First inter-Korean summitWell documented

The connection

The 2018 Panmunjom Declaration built on the 2000 and 2007 summit agreements, restating that Koreans would decide their own future, and Moon's team included veterans of the Sunshine years. Moon became the third Southern president to meet a Northern leader, after Kim Dae-jung in 2000 and Roh Moo-hyun in 2007.

When and how

Panmunjom, April 27, 2018; Moon had been Roh Moo-hyun's chief of staff when Roh met Kim Jong-il in October 2007.

How we know

The Panmunjom Declaration commits both sides to carry out all earlier inter-Korean agreements.

Debates and open questions

Whether repeating the 2000 formula without solving the nuclear issue doomed 2018 to the same fade; supporters and critics read the precedent differently.
