A burst of summitry in 2018–19 in which Kim Jong-un met South Korea's Moon Jae-in and U.S. President Trump.
See it on the Korean History map →What happened
After a year of missile tests and threats, Kim Jong-un used the February 2018 PyeongChang Winter Olympics to open talks. On April 27 he stepped across the border line at Panmunjom to meet Moon Jae-in and sign the Panmunjom Declaration (판문점 선언); they met twice more that year. On June 12 in Singapore he held the first U.S.–North Korea summit with Trump, pledging vaguely to work toward 'complete denuclearization.' The February 2019 Hanoi summit collapsed over sanctions.
Why it matters
It was the highest-level diplomacy North Korea and the U.S. have ever held, yet it produced no disarmament; in 2020 the North blew up the joint liaison office.
How we know
The Panmunjom Declaration and Singapore statement texts, live broadcasts, officials' memoirs such as John Bolton's, and satellite imagery showing weapons work continued.
Still debated
Whether Kim ever meant to give up his weapons, and whether a smaller, step-by-step deal could have been struck in Hanoi.
Connections (4)
▸Korean Demilitarized Zone (DMZ) hosted three meetings of 2018–19 summits (Panmunjom, Singapore, Hanoi)Well documented
The connection
Panmunjom, the truce village inside the DMZ where the 1953 armistice was signed, staged the April 27, 2018 summit: Kim walked across the concrete border line, then led Moon a step into the North. Moon and Kim met there again in May, and Trump crossed the line with Kim in June 2019.
When and how
Joint Security Area, Panmunjom: April 27 and May 26, 2018 (Moon and Kim), and June 30, 2019 (Trump, Kim and Moon).
How we know
Live television of the border crossings, the Panmunjom Declaration signed there, and official photographs from both Koreas and the U.S.
Debates and open questions
The September 2018 military pact that removed some DMZ guard posts and mines unraveled by 2023–24; whether such steps can return is open.
▸Kim Jong-un met Moon Jae-in and Donald Trump at 2018–19 summits (Panmunjom, Singapore, Hanoi)Well documented
The connection
After declaring his nuclear force 'complete' in late 2017, Kim pivoted to diplomacy in his 2018 New Year speech. He met Moon three times in 2018 and held his first meeting with China's Xi Jinping, then met Trump in Singapore, Hanoi and at the DMZ, seeking sanctions relief and security guarantees.
When and how
Panmunjom (April and May 2018), Singapore (June 12, 2018), Pyongyang (September 2018), Hanoi (February 2019), Panmunjom again (June 30, 2019).
How we know
Joint statements, live broadcasts, and memoirs and interviews of U.S. and South Korean officials.
Debates and open questions
Who really drove it: South Korean envoys carried Kim's invitation to Trump in March 2018, and Bolton later called the whole diplomacy South Korea's creation.
▸North Korea's nuclear weapons tests prompted the diplomacy of 2018–19 summits (Panmunjom, Singapore, Hanoi)Mostly agreed
The connection
The 2017 long-range missile launches and September test drew Trump's threats of 'fire and fury' and fears of war. Having shown it could threaten the U.S. mainland, the North declared its deterrent finished, and the crisis gave both Moon and Trump urgency to try direct talks.
When and how
Escalation from July to November 2017 (Hwasong-14 and -15 launches, the sixth test), then Kim's New Year's address of January 1, 2018.
How sure are we?
The timing is clear, and Kim himself linked the turn to talks to having completed his nuclear force; motives are inferred.
Debates and open questions
Whether Kim negotiated from strength, as he claimed, or because UN sanctions tightened in late 2017 were biting hard.
▸2018–19 summits (Panmunjom, Singapore, Hanoi) followed the precedent of First inter-Korean summitWell documented
The connection
The 2018 Panmunjom Declaration built on the 2000 and 2007 summit agreements, restating that Koreans would decide their own future, and Moon's team included veterans of the Sunshine years. Moon became the third Southern president to meet a Northern leader, after Kim Dae-jung in 2000 and Roh Moo-hyun in 2007.
When and how
Panmunjom, April 27, 2018; Moon had been Roh Moo-hyun's chief of staff when Roh met Kim Jong-il in October 2007.
How we know
The Panmunjom Declaration commits both sides to carry out all earlier inter-Korean agreements.
Debates and open questions
Whether repeating the 2000 formula without solving the nuclear issue doomed 2018 to the same fade; supporters and critics read the precedent differently.
