Kim Dae-jung's policy of changing North Korea through contact, trade and aid rather than pressure, 1998–2008.
See it on the Korean History map →What happened
The Sunshine Policy (햇볕정책) takes its name from Aesop's fable in which the sun, not the wind, gets a traveler to take off his coat. Its rules: no tolerance of armed attack, no attempt to absorb the North, active cooperation. It brought Hyundai-run tourism to Mount Kumgang from 1998, the Kaesong Industrial Complex from 2004, family reunions, and food and fertilizer aid. Roh Moo-hyun continued it; Lee Myung-bak ended it in 2008.
Why it matters
It was the South's biggest attempt to replace confrontation with contact, and it still splits South Korean politics into engagement and pressure camps.
Think of it like
Like winning over a hostile neighboring owner with a shared driveway and joint projects instead of lawsuits.
How we know
Ministry of Unification white papers, aid and tourism records, Kaesong output data, and a 2003 special prosecutor's findings on secret transfers to the North.
Still debated
Whether it softened the North or simply funded it while it built nuclear weapons; the first test came in 2006, during Roh's continuation of the policy.
Connections (2)
▸Kim Dae-jung launched Sunshine PolicyWell documented
The connection
Kim had argued for peaceful coexistence and gradual unification since the 1970s. Inaugurated in February 1998, he made engagement official policy: separating business from politics so firms like Hyundai could invest in the North, sending aid, and keeping defenses firm. That June, Hyundai founder Chung Ju-yung drove 500 cattle across the border.
When and how
Kim's inauguration address, February 25, 1998; carried out by his unification ministry and by Hyundai.
How we know
His inaugural speech, government policy papers, and his earlier writings on a three-stage unification plan.
Debates and open questions
How much the policy was Kim's own long-held design versus a response to the North's weakness after its 1990s famine.
▸Sunshine Policy led to First inter-Korean summitWell documented
The connection
Two years of engagement, Mount Kumgang tourism and aid built enough trust for secret talks. Kim's March 2000 Berlin speech offered state aid for North Korea's roads, power and farms, and envoys then met quietly in Shanghai and Beijing. On April 10 both sides announced the summit.
When and how
Berlin Declaration, March 9, 2000; secret contacts led by Park Jie-won in China; summit announced April 10, 2000.
How we know
The Berlin speech text, the April agreement, and later testimony and prosecution records on how the meeting was arranged.
Debates and open questions
Whether goodwill or money clinched it: the 2003 special prosecutor found that about $500 million went north just before the summit.
