Property loans backed by federal programs: Fannie Mae and Freddie Mac for apartments, HUD/FHA insurance, and SBA guarantees for owner-occupied buildings.
See it on the Money & Finance map →How it works
Three families. Fannie Mae and Freddie Mac finance apartments (five or more units) at up to about 80% of value for 5–30 years, usually non-recourse with carve-outs. HUD/FHA insures 35- to 40-year fully amortizing apartment and healthcare loans: very long fixed rates, but closings take months. SBA 7(a) and 504 loans fund businesses occupying at least 51% of their building, with guarantees from every 20% owner. An office landlord leasing to tenants fits none; the COVID EIDL was a separate emergency program.
Why it matters
They keep credit flowing to apartments and small businesses, even in crises, often at the lowest long-term cost, but only for property types and owners that qualify.
Facts, rules and data
FHFA annual volume caps and reports, HUD program handbooks, SBA's SOP 50 10 lending rules, and MBA data showing agencies held about 23% of CRE mortgage debt at end-2025.
Debates and risks
How much federal backing raises apartment prices, and how agency lending would change if Fannie and Freddie leave conservatorship, are debated.

▸Government-backed property loans: agency, HUD and SBA are a federally supported slice of Commercial real estate loans: how income property is financedFact, law or data
The connection
Within the CRE market, federal backing lowers the cost of risk: Fannie and Freddie guarantee the bonds that fund their loans, FHA insures HUD loans, and the SBA guarantees part of 7(a) and 504 loans. Lenders offer lower rates, longer terms or higher leverage in return, but only for qualifying properties and borrowers.
When and why
Nationwide; agency and GSE holdings were about $1.1 trillion, 23% of commercial and multifamily mortgage debt, at end-2025, nearly all apartments.
How we know
MBA debt-outstanding data, FHFA and HUD program reports, and SBA lending statistics.
Debates and risks
Whether federal backing mainly lowers costs for renters and small businesses, or raises property prices and puts taxpayers at risk, is debated.
▸Government-backed property loans: agency, HUD and SBA kept flowing when private lenders froze in The 2008 global financial crisisFact, law or data
The connection
In 2008–09, CMBS issuance collapsed and banks pulled back, but Fannie Mae, Freddie Mac and FHA kept funding apartment loans and became the dominant source of multifamily debt. Congress also raised SBA guarantees in 2009 and, in 2010, lifted the 7(a) loan limit from $2 million to $5 million.
When and why
2008–2010; Fannie and Freddie entered federal conservatorship in September 2008 yet kept lending; the 2009 Recovery Act and 2010 Small Business Jobs Act expanded SBA.
How we know
FHFA and MBA origination data, CMBS issuance tallies, and the texts of the 2009 and 2010 laws.
Debates and risks
Whether this crisis role was a lifeline or proof that Fannie and Freddie should stay large is part of the debate over ending their conservatorship.
▸Government-backed property loans: agency, HUD and SBA include apartment loans backed by Fannie Mae, Freddie Mac and the FHFAFact, law or data
The connection
Fannie Mae's DUS program lets approved lenders underwrite apartment loans and share losses, often up to a third; Fannie then securitizes them. Freddie Mac's Optigo lenders originate loans that Freddie buys and pools into K-deal bonds, selling the riskiest slices to private investors. The FHFA caps each company's yearly volume.
When and why
DUS since 1988; Freddie K-deals since 2009; FHFA conservatorship since September 2008. Lenders include Walker & Dunlop, Berkadia and Greystone.
How we know
Fannie Mae and Freddie Mac annual reports, FHFA's annual volume caps, and deal documents for DUS MBS and K-deals.
Debates and risks
Plans revived in 2025 to release Fannie and Freddie from conservatorship leave open how their apartment lending, and its federal backing, would change.
