How it works

Approved lenders such as Walker & Dunlop, Berkadia and Greystone originate the loans. Under Fannie's DUS (Delegated Underwriting and Servicing, since 1988) the lender underwrites and typically shares up to about a third of any loss. Freddie's Optigo lenders sell loans to Freddie, which pools them into K-Deal bonds. Typical terms: up to 80% of value, DSCR of 1.25x or more, 5–30 year fixed or floating rates, 30-year amortization, non-recourse with carve-outs, and yield-maintenance prepayment.

Why it matters

They are among the cheapest and most dependable sources of apartment debt and keep lending in downturns; office, retail and industrial owners cannot use them.

Facts, rules and data

FHFA's yearly purchase caps ($73 billion each for 2025, $88 billion each for 2026), Fannie and Freddie 10-K filings, and loan-level data in their bond disclosures.

Debates and risks

How agency lending terms would change if Fannie and Freddie leave government conservatorship, an idea floated by the administration since 2025, is uncertain.

▸Agency apartment loans: Fannie Mae DUS and Freddie Mac Optigo are bought, guaranteed and capped by Fannie Mae, Freddie Mac and the FHFAFact, law or data

The connection

Fannie Mae and Freddie Mac buy apartment loans from approved lenders, or guarantee bonds backed by them, charging a guarantee fee built into the rate. The FHFA, their regulator and conservator since 2008, sets yearly purchase caps: $88 billion each for 2026, with workforce-housing loans exempt.

When and why

Fannie's DUS program since 1988; Freddie's lender network, branded Optigo in 2019; both companies under FHFA conservatorship since September 2008.

How we know

FHFA's cap announcements (November 2025 for 2026), the companies' 10-K filings, and their published multifamily volume reports.

Debates and risks

How the agencies' apartment role would change if they exit conservatorship, and whether caps crowd out or support private lenders, is debated.

▸Agency apartment loans: Fannie Mae DUS and Freddie Mac Optigo are securitized as agency Mortgage-backed securities (MBS)Fact, law or data

The connection

Fannie pools DUS loans, often one loan per bond, into DUS MBS and guarantees timely payment. Freddie sells K-Deal bonds: it guarantees the senior classes and sells the riskiest first-loss slice to private 'B-piece' investors. Bond buyers such as banks, insurers and foreign investors supply the money, which keeps agency loan rates low.

When and why

Fannie has issued DUS MBS since the 1990s; Freddie's K-Deal program began in 2009 and became a major source of multifamily bonds.

How we know

Bond prospectuses and monthly loan-level disclosures published by both agencies, and agency MBS market data from SIFMA.

Debates and risks

How far investors rely on an implicit government backstop, and how pricing would change after any exit from conservatorship, is uncertain.

▸HUD/FHA apartment loans: 221(d)(4) and 223(f) compete with Agency apartment loans: Fannie Mae DUS and Freddie Mac OptigoFact, law or data

The connection

Both finance apartments without recourse. HUD offers more: up to about 85% of value and 35–40-year fully amortizing fixed rates with no balloon. The agencies offer speed: closings in roughly 45–60 days versus 6–12 months, fewer rules, and up to 80% of value. Borrowers trade time and paperwork for leverage and term.

When and why

Among apartment owners and lenders across the US; many large lenders, such as Greystone and Walker & Dunlop, offer both and quote them side by side.

How we know

HUD's MAP Guide and the agencies' lender guides set the terms; HUD and FHFA volume data show the competition.

Debates and risks

Why HUD's share stays small despite its terms, mostly processing time, and how volume shifts with rates and agency caps, is debated.

▸Apartment (multifamily) real estate is financed largely by Agency apartment loans: Fannie Mae DUS and Freddie Mac OptigoFact, law or data

The connection

Fannie Mae and Freddie Mac buy or guarantee apartment loans made by approved lenders, then sell them as bonds carrying their guarantee. Because investors trust that guarantee, apartment owners get lower rates, up to about 80% leverage and non-recourse terms. With other agencies, they held or backed about half of the $2.29 trillion in multifamily mortgage debt at end-2025.

When and why

Nationwide; Fannie's DUS program since 1988, Freddie's K-Deals since 2009, under FHFA lending caps of $88 billion each for 2026.

How we know

MBA quarterly mortgage-debt data, FHFA annual caps, and Fannie Mae and Freddie Mac 10-K filings.

Debates and risks

How agency support would change if Fannie and Freddie leave conservatorship, and whether it crowds out private lenders, is debated.
