What happened

A party meeting in December 1978 (the Third Plenum) made economic growth the priority. Farm families could farm their own plots and sell surplus crops; harvests jumped. In 1980 special economic zones at Shenzhen, Zhuhai, Shantou and Xiamen opened to foreign factories with low taxes. After the 1989 Tiananmen crackdown stalled reform, Deng's 1992 'southern tour' restarted it. The Communist Party kept political control and state ownership of big banks and key industries.

Impact on society and the economy

It turned one of the world's poorest countries into the world's factory and second-largest economy, and lifted hundreds of millions out of poverty.

How we know

Party documents and speeches, Chinese and World Bank statistics, and many studies of the reform era. Chinese GDP data are questioned in detail, but the scale of growth is not.

Still debated

How much credit goes to Deng versus bottom-up experiments, such as Xiaogang village farmers' secret 1978 pact to split their collective land, is debated.

Connections (5)

▸Great Leap Forward famine discredited the policies reversed by Deng Xiaoping's reform and openingMostly agreed

The connection

Mao's push for giant communes and backyard steel caused a famine that killed tens of millions; estimates range from 15 to 45 million. Deng, who backed household plots in the 1962 recovery ('It doesn't matter if a cat is black or white, so long as it catches mice'), was later purged, then returned after Mao died to end collective farming.

When and how

Rural China, 1958–1962; Deng, Liu Shaoqi and Chen Yun led the early-1960s recovery; Deng's reforms began in December 1978.

How sure are we?

Party documents, demographic studies and Deng's own speeches tie reform to past failures; the party's 1981 resolution on its history criticized the Great Leap.

Debates

Death-toll estimates still vary widely, and how much reformers were driven by famine memories versus 1970s stagnation is debated.

▸South Korea's export-led five-year plans was a model for Deng Xiaoping's reform and openingDebated

The connection

South Korea, Taiwan, Singapore and Hong Kong grew fast by making goods for export under state guidance. Chinese reformers studied these 'Four Little Dragons'; Deng toured Japan and Singapore in 1978, and China's special economic zones echoed the region's export zones. Korea's specific influence is less certain than Singapore's or Japan's.

When and how

Seoul from 1962 under Park Chung-hee; Beijing and Shenzhen from 1978–80.

How sure are we?

Chinese delegations' reports and Deng's remarks praise Singapore and Japan by name; direct Korean influence is inferred from parallels, so this link is debated.

Debates

China had no diplomatic ties with South Korea until 1992, so how much it learned from Korea itself versus the wider East Asian example is unclear.

▸Deng Xiaoping's reform and opening joined China to Globalization and offshoringMostly agreed

The connection

Opening to foreign investment and trade offered global companies a vast pool of low-cost, disciplined workers. Foreign factories poured into coastal zones like Shenzhen, and China's share of world goods exports rose from about 1% in 1978 to about 14% by 2015, making it the hub of offshored manufacturing.

When and how

Coastal China from 1980; Deng's 1992 southern tour sped it up, and WTO entry in December 2001 locked it in.

How sure are we?

Trade data from the WTO and Chinese customs, and records of foreign direct investment, show the rise.

Debates

Whether China's rise came mainly through markets or through state subsidies and currency management that bent trade rules is disputed.

▸Deng Xiaoping's reform and opening drove much of Fall of extreme global povertyMostly agreed

The connection

Freed to farm their own plots and later to move to city factory jobs, hundreds of millions of Chinese rose out of extreme poverty. By World Bank estimates, close to 800 million Chinese left extreme poverty between 1978 and the late 2010s, about three-quarters of the world's reduction in that period.

When and how

Rural China first, with household farming from 1978, then coastal factory cities. China declared extreme poverty eliminated in 2021 by its own standard.

How sure are we?

World Bank and Chinese household survey data; a 2022 joint World Bank–Chinese government report gives the 800 million figure.

Debates

Some question China's official statistics and its 2021 claim; others debate how much credit goes to markets versus state investment.

▸Deng Xiaoping's reform and opening made room for private firms like BYD (Wang Chuanfu)Well documented

The connection

Before reform, private businesses were essentially banned. Reform let entrepreneurs like Wang Chuanfu borrow, hire and compete, and Shenzhen, China's first special economic zone, offered suppliers, cheap labor and export links. BYD later gained from state EV subsidies, mixing private enterprise with government industrial policy.

When and how

Shenzhen, from its 1980 zone status to BYD's 1995 founding; national EV subsidies from 2009.

How we know

Company histories and studies of Chinese private enterprise document BYD's start and its use of state support.

Debates

How 'private' Chinese champions really are when they depend on state subsidies, bank loans and party goodwill is debated.
