The picture

It began by rebuilding postwar Europe; its first loan, $250 million, went to France in 1947. Today the group, led since 2023 by Ajay Banga, includes the IBRD, which lends to middle-income countries, IDA, which gives cheap loans and grants to the poorest, and arms that invest in private firms. It commits over $100 billion a year. The US is the largest shareholder and by tradition picks its president. It also sets the global extreme-poverty line, now $3 a day.

Why it matters

It is the main multilateral source of long-term development finance and the West's benchmark alternative to Chinese lending.

Key facts and numbers

What to watch

Debated: whether its projects cut poverty as much as claimed, and whether it should finance climate goals or stick to growth and basic services.

▸World Bank competes for lending with Belt and Road InitiativeWidely agreed

The relationship

For a decade China's policy banks rivaled the World Bank as lenders to poorer countries, offering fast loans for ports, rail and power with fewer conditions. AidData estimates China lent about $1.3 trillion in 2000–21. Western governments responded by pushing the World Bank to lend more and faster.

Since when and why

Worldwide from 2013, peaking around 2016; Chinese lending fell sharply after 2019 and shifted to rescue loans.

How solid?

AidData research on Chinese overseas lending, World Bank lending reports and debt data, though Chinese loan terms are often confidential.

What to watch

Debated: whether the rivalry gave borrowers better options or more debt; China also joined World Bank-backed restructurings, as in Zambia, but slowly.

▸World Bank is the sister institution of International Monetary Fund (IMF)Fact

The relationship

Both were created at the 1944 Bretton Woods conference and face each other across a Washington street. The IMF handles short-term crises and currency stability; the World Bank funds long-term development. A country must join the IMF to join the Bank; they hold joint annual meetings, and by tradition an American leads the Bank and a European the Fund.

Since when and why

Bretton Woods, New Hampshire, July 1944, with 44 Allied nations; both were set up in 1945–46.

How we know

Their Articles of Agreement, joint Annual and Spring Meetings, and the record of their leaders since 1946.

What to watch

Whether the US–Europe leadership deal should end, as emerging economies demand, and how far each should stretch into climate finance.
