The picture

Born in 1965 in the Northwest Territories, Carney worked at Goldman Sachs, then ran the Bank of Canada during the 2008 crisis and the Bank of England (2013–20), its first non-British governor. He won the Liberal leadership in March 2025 and the April 28 election, just short of a majority, riding an 'elbows up' backlash against Trump. He scrapped the consumer carbon tax, raised defense spending to NATO's 2% goal, fast-tracked major projects and courts trade with Europe and Asia.

Why it matters

He embodies how US allies are recalibrating, negotiating with Washington while hedging: a test of whether a mid-sized economy can diversify away from the US.

Record

Elections Canada results, Bank of Canada and Bank of England records, federal budgets and his public statements. As of 2026 his record is still forming.

What to watch

Outlook: whether his technocratic, business-friendly approach can win a durable trade deal with Trump without major concessions.

Ottawa; Liberal leadership vote March 9, 2025, sworn in March 14, federal election April 28, 2025, winning 169 of 343 seats.

How we know

Elections Canada official results, Liberal Party leadership results (he won about 86% of members' votes) and the Governor General's swearing-in record.

What to watch

Whether his centrist pivot, dropping carbon pricing and courting energy projects, holds his party together and wins over oil-producing western provinces.

▸Mark Carney leads Canada's response to 2025–26 US tariffs ('Liberation Day')Fact

The relationship

Carney kept counter-tariffs on US steel, aluminum and autos but dropped most others in September 2025, and scrapped a digital services tax to keep talks alive. He also pushed diversification: 'Buy Canadian', new trade ties in Europe and Asia, and a January 2026 deal with China easing some tariffs.

Since when and why

Ottawa and Washington, from March 2025; talks broke off in October 2025 over an Ontario TV ad quoting Ronald Reagan on tariffs.

How we know

Canadian government announcements, US tariff notices in the Federal Register, and both leaders' public statements, including Trump's post ending talks.

What to watch

Whether his mix of concessions and hedging wins relief from sector tariffs on steel, aluminum, autos and lumber, which survived the IEEPA ruling.
