See it on the Geopolitics map →The picture
Seven states founded it on March 22, 1945; it now has 22 members, including Palestine, from Mauritania to Oman. Decisions bind only members that vote for them, so it works mostly through consensus statements. It launched the 2002 Arab Peace Initiative, offering Israel normal ties for a full withdrawal and a Palestinian state; suspended Syria in 2011 and readmitted it in 2023; and in March 2025 endorsed Egypt's $53 billion plan to rebuild Gaza without moving its people.
Why it matters
It is the main forum for a collective Arab position on Palestine, Syria and Iran, though rivalries among members limit its weight.
Key facts and numbers
The 1945 Pact of the League of Arab States, summit communiqués and resolutions, and the league's official records in Cairo.
What to watch
Analysts debate whether it can ever act as a real bloc or remains a talking shop overshadowed by Saudi, Emirati and Qatari diplomacy.

▸Arab League readmitted SyriaFact
The relationship
The league suspended Syria in 2011 over Assad's crackdown on protesters. Once Assad had survived, Arab states led by Saudi Arabia and the UAE re-engaged, hoping to curb drug smuggling, refugee flows and Iran's influence, and readmitted Syria in May 2023. After Assad fell, the league backed the new government.
Since when and why
Cairo, May 7, 2023; Assad attended the Arab League summit in Jeddah on May 19, 2023.
How we know
Arab League resolutions and summit records.
What to watch
Debated: whether readmitting Assad without political concessions rewarded atrocities; it did not stop the captagon drug trade his regime profited from.
▸Arab League adopted Egypt's postwar rebuilding plan for Israel–Hamas war in GazaFact
The relationship
Responding to Trump's February 2025 idea of moving Gaza's people out and redeveloping the strip, Arab leaders adopted Egypt's roughly $53 billion plan to rebuild Gaza over five years with residents in place, run by a technocratic Palestinian committee. Israel and the US first dismissed it; the committee idea resurfaced in Trump's later plan.
Since when and why
Arab League emergency summit in Cairo, March 4, 2025; the Organization of Islamic Cooperation endorsed the plan days later.
How we know
The summit's final communiqué and the published Egyptian plan.
What to watch
Who pays and who governs: Gulf donors want Hamas disarmed first, and how the plan fits with the Board of Peace is unclear.
