Social Security Administration (SSA)
Since 1935· Agency
Law or rule (2026)Set by statute, regulation or the agency; numbers change yearly.
The federal agency that runs Social Security and SSI, issues Social Security numbers and handles Medicare sign-ups.
See it on the Personal Finance & Estate map →How it works
The Social Security Administration pays retirement, survivor and disability benefits to about 70 million people, runs SSI for low-income aged and disabled people, issues Social Security numbers, and enrolls people in Medicare Parts A and B. A free my Social Security account shows your earnings record and benefit estimates at each claiming age. For a parent who can no longer manage money, SSA appoints a 'representative payee'; it doesn't accept powers of attorney.
Why it matters for you
Errors in your earnings record lower benefits for life, so check it yearly. SSA never threatens arrest or demands payment by phone; such calls are scams.
Rules, limits and sources (2026)
SSA's annual statistical supplement and the Trustees Reports document benefits and finances; the Social Security Act of 1935 created it, and it became an independent agency in 1995.
Watch out for
Its 2025 staff cuts, toward about 50,000 employees from 57,000, sparked debate over phone and office waits; long-run effects are still being measured.
Connections (4)
▸Social Security (OASDI) is run by Social Security Administration (SSA)Law or rule (2026)
How they connect
Congress sets Social Security's rules and the payroll tax that funds it; SSA runs it day to day. It keeps your lifetime earnings record from W-2s and self-employment returns, computes benefits from it, processes claims and appeals, and pays about $1.5 trillion a year from trust funds held by the Treasury.
When it applies
The Social Security Board, created in 1935, became the Social Security Administration in 1946; it has been an independent agency since 1995.
The rule
The Social Security Act defines SSA's duties; the annual Trustees Report and SSA statistics document payments and earnings records.
Watch out for
Whether SSA's shrinking staff can handle record claims from retiring baby boomers without longer waits is a live concern in 2025–26.
▸Social Security Administration (SSA) handles sign-ups for Medicare enrollment windows & late penaltiesLaw or rule (2026)
How they connect
Although CMS runs Medicare, SSA processes enrollment in Parts A and B. People already collecting Social Security at 65 are enrolled automatically; everyone else must apply through SSA, online or by phone. SSA also verifies employer coverage for late sign-ups and deducts Part B premiums from benefit checks.
When it applies
SSA field offices have handled Medicare enrollment since the program began in July 1966; the Railroad Retirement Board handles rail workers.
The rule
Federal rules (42 CFR Part 407) set the enrollment process; SSA processes Form CMS-L564, the employer-coverage form required for late Part B sign-ups.
Watch out for
With SSA offices short-staffed, how often processing delays cause coverage gaps or wrongful penalties is unclear; keeping proof of every filing helps.
▸Impostor scams (IRS, SSA, Medicare, 'grandchild in trouble') impersonate Social Security Administration (SSA)Watch out
How they connect
Social Security impostors claim the victim's number is 'suspended' or tied to a crime, then demand money to 'protect' it, or ask for the number and bank details. SSA does not suspend numbers, threaten arrest, or demand payment by gift card, wire, crypto or cash.
When it applies
Surged by robocall around 2019–2020 and continues by text and email; SSA's inspector general holds a national 'Slam the Scam' day each March.
How sure?
FTC data show Social Security impostors overtook IRS impostors in reports in 2019; SSA's inspector general documents cases and prosecutions.
Watch out for
Whether the caller-ID authentication rules phone carriers had to adopt in 2021 (STIR/SHAKEN) have meaningfully cut these calls is debated.
▸IRMAA (income surcharge on Parts B & D) is assessed by Social Security Administration (SSA)Law or rule (2026)
How they connect
SSA figures IRMAA from IRS tax data: each fall it compares your return from two years earlier with the income tiers and notifies you of any surcharge for the coming year. Appeals for life-changing events, like retirement or a spouse's death, go to SSA on Form SSA-44, not to the IRS.
When it applies
The Part B surcharge began in 2007 under the 2003 Medicare Modernization Act; Part D surcharges followed in 2011 under the Affordable Care Act.
The rule
SSA's IRMAA letters cite the tax year used; SSA regulations (20 CFR Part 418) list the qualifying life-changing events.
Watch out for
Whether using two-year-old income is fair, since retirees' income often drops sharply, is debated; appeals succeed for qualifying events but not for one-time investment gains.
