ACA marketplace (Covered California) & premium credits
Since 2014· Government program
Law or rule (2026)Set by statute, regulation or the agency; numbers change yearly.
Covered California, the state's marketplace for individual health insurance, with income-based federal tax credits that lower monthly premiums.
See it on the Personal Finance & Estate map →How it works
Any Californian can buy a plan, regardless of health, during open enrollment (November 1–January 31) or within 60 days of losing coverage. Premium tax credits, for those without affordable job coverage, are based on estimated yearly income. The enhanced credits of 2021–2025 lapsed, so for 2026, households above 400% of the poverty line (about $62,600 single) generally get none. Rental income and capital gains count. Main trap: credits are squared up on your tax return, and starting with 2026 any excess must be fully repaid.
Why it matters for you
It is the main bridge for early retirees and the self-employed before Medicare, and managing reported income can be worth thousands a year. Ask a CPA to model it.
Rules, limits and sources (2026)
The Affordable Care Act of 2010 (IRC Sec. 36B credits); Covered California enrollment reports; IRS Form 8962 reconciles credits; the 2025 tax law removed the repayment caps.
Watch out for
Whether Congress restores the enhanced credits, and how many Californians drop coverage without them, is still unsettled.
Connections (2)
▸ACA marketplace (Covered California) & premium credits is the individual-market option in Health coverage before 65 (employer, ACA, COBRA; HMO/PPO/HDHP)Law or rule (2026)
How they connect
For people under 65 without affordable job coverage, the marketplace is the main option: plans can't reject anyone or charge more for health conditions, and tax credits cut premiums based on income. It often beats COBRA for early retirees, and its Bronze and Catastrophic plans became HSA-eligible in 2026.
When it applies
Covered California opened in October 2013 for coverage starting January 2014; California added its own individual mandate, with a tax penalty, in 2020.
The rule
The ACA's insurance rules (guaranteed issue, community rating) and IRC Sec. 36B credits; Covered California enrollment and price reports.
Watch out for
How the lapse of enhanced federal credits and rising premiums will change who buys marketplace coverage in 2026 and beyond is still unclear.
▸ACA marketplace (Covered California) & premium credits has its premium credits reconciled by Internal Revenue Service (IRS)Law or rule (2026)
How they connect
Through Covered California, premium credits are paid monthly to your insurer based on your estimated income. The IRS then squares up: Form 1095-A reports what was paid, and Form 8962 on your tax return compares it with the credit you actually earned. Underestimate income and you repay the difference; overestimate and you get the rest back.
When it applies
Advance credits began in 2014 under the 2010 Affordable Care Act; the 2025 tax law removed repayment caps starting with 2026 coverage.
The rule
IRC Sec. 36B governs the credits; Forms 1095-A and 8962 document the reconciliation on every enrollee's return.
Watch out for
With repayment caps gone and enhanced credits lapsed, how many enrollees will drop coverage or face surprise tax bills is uncertain.
