The digital euro is the European Central Bank's planned digital cash for the euro area, possible from about 2029.

It would be legal tender, free for basic use, distributed by banks and payment firms, with an offline mode offering cash-like privacy. A per-person holding limit, discussed around €3,000, would keep savings from fleeing banks. The ECB studied it from 2021 and in October 2025 moved to the next phase, planning a 12-month pilot from late 2027. EU law must pass first: member states set their position in December 2025, Parliament in July 2026, and final talks continue.
Why it matters
It is Europe's answer to dependence on US card networks and dollar stablecoins, and a test of whether a democracy can launch a retail CBDC.
Facts, rules and data
ECB progress reports and Governing Council decisions, the European Commission's June 2023 draft regulation, and Council and Parliament votes.
Debates and risks
Whether Europeans will use it, where the holding limit will be set, and how banks will be paid for distributing it.
Connections (3)
▸The digital euro (ECB project, earliest about 2029) would be a digital form of The euro and the European Central BankFact, law or data
The connection
The digital euro would be issued by the Eurosystem, the ECB and national central banks, as a direct claim on them, like euro banknotes. It would be legal tender, with a holding cap so it complements bank deposits rather than replacing them.
When and why
Frankfurt and Brussels; Commission proposal June 2023, member states' position December 2025, Parliament's July 2026.
How we know
ECB reports and the draft EU regulation.
Debates and risks
Whether people in the euro area's 21 countries will use it, given mixed demand in ECB surveys.
▸The digital euro (ECB project, earliest about 2029) is the leading Western project among Central bank digital currencies (CBDCs)Fact, law or data
The connection
Among rich economies it is the most advanced retail CBDC project. The US has banned one, Britain is still weighing a digital pound, and Canada shelved its retail plans in 2024. Its design, with offline payments and holding limits, is a template others study.
When and why
ECB work since 2021; next phase decided October 2025, with a pilot planned for 2027.
How we know
ECB, Bank of England and Bank of Canada public statements.
Debates and risks
Whether Europe proceeds if Parliament and member states fail to agree final terms.
▸The digital euro (ECB project, earliest about 2029) is meant to cut reliance on US Card networks: Visa, Mastercard, American Express, DiscoverFact, law or data
The connection
Non-European firms, mainly Visa and Mastercard, process close to two-thirds of euro-area card payments, and several euro countries have no domestic card scheme. A digital euro accepted everywhere in the euro area would give merchants and banks a European rail, cutting fees and dependence on US companies.
When and why
An ECB argument since 2023, stressed by President Christine Lagarde; banks' own Wero wallet competes for the same role.
How we know
ECB payment statistics and speeches; the two-thirds share is the ECB's own figure.
Debates and risks
Whether merchants will adopt it, and whether private European options like Wero make it unnecessary.
