What happened

Elections on May 10, 1948, chose a National Assembly, which wrote a constitution and elected Syngman Rhee president. The Republic of Korea (대한민국) was proclaimed on August 15, 1948, the third anniversary of liberation, and in December the UN General Assembly recognized it as the lawful government where the UN commission could observe. Its constitution claims the whole peninsula. Early years brought the Jeju and Yeosu–Suncheon rebellions, a harsh National Security Law, then the Korean War.

Why it matters

From a poor, war-torn start it grew into one of the world's leading economies and, after 1987, a full democracy.

How we know

The 1948 constitution, election and assembly records, UN resolutions and commission reports, US diplomatic papers, and newspapers of the time.

Still debated

Whether the state was founded in 1948 or in 1919 with the Provisional Government is a politically charged debate in South Korea today.

Connections (5)

▸Provisional Government of the Republic of Korea is cited in the constitution of Republic of Korea (South Korea)Well documented

The connection

The Republic of Korea took its name, Daehan Minguk, and the idea of a democratic republic from the Provisional Government. The 1948 constitution's preamble invoked the 1919 independence movement, and the current 1987 constitution says the nation upholds the 'Provisional Republic of Korea Government born of the March First Independence Movement'.

When and how

Seoul; the first constitution was promulgated July 17, 1948, and the current preamble dates from the October 1987 revision.

How we know

The texts of the 1948 and 1987 constitutions, and 1948 National Assembly debates on naming the state.

Debates and open questions

This link fuels the dispute over whether South Korea was founded in 1919 or 1948, which divides progressives and conservatives.

▸US Army Military Government in Korea oversaw the 1948 elections that created Republic of Korea (South Korea)Well documented

The connection

After US–Soviet talks failed, the US took Korea to the UN, which in November 1947 called for nationwide elections. The Soviets refused UN observers entry, so the military government ran the May 10, 1948, vote in the south under a UN commission's eye. The elected assembly founded the Republic, and the US handed over authority.

When and how

Southern Korea, May 10, 1948; authority passed to the new government on August 15, 1948, in Seoul.

How we know

UN General Assembly resolutions of 1947 and 1948, the UN commission's reports, election records, and US transfer agreements.

Debates and open questions

The election's fairness is debated: turnout was high, but leftists and Kim Gu's camp boycotted, and police and youth groups pressured voters.

▸Syngman Rhee became first president of Republic of Korea (South Korea)Well documented

The connection

Rhee returned in October 1945 with American help, built a strong rightist following, and in 1946 called for a separate southern government. The National Assembly elected him president in July 1948. He later amended the constitution to extend his rule and won re-elections marred by coercion and fraud until protests over the rigged 1960 vote forced him out.

When and how

Seoul; elected by the National Assembly July 20, 1948, inaugurated July 24, and the republic proclaimed August 15, 1948.

How we know

Assembly vote records, his June 1946 Jeongeup speech calling for a southern government, and US diplomatic papers on his rise.

Debates and open questions

Whether his early push for a separate state sped division or simply accepted that the Soviet zone was already lost is central to the debate over his legacy.

▸Republic of Korea (South Korea) claims the same peninsula as Democratic People's Republic of Korea (North Korea)Well documented

The connection

Each state claims to be Korea's only legitimate government. South Korea's constitution defines its territory as the whole peninsula; North Korea's first constitution named Seoul its capital. They joined the UN together in 1991 and signed a basic agreement calling their tie a 'special relationship' on the way to unification, not one between foreign states.

When and how

Rival claims since 1948; joint UN entry September 17, 1991; Inter-Korean Basic Agreement, December 1991.

How we know

The texts of both constitutions, UN membership records, and inter-Korean agreements of 1972, 1991, 2000 and 2018.

Debates and open questions

Whether two states are now permanent is in question: since late 2023 North Korea has called the South a separate hostile state and dropped unification as a goal.

▸Dangun founding myth is celebrated on National Foundation Day by Republic of Korea (South Korea)Well documented

The connection

South Korea marks October 3 as Gaecheonjeol, 'the day heaven opened', honoring Dangun's founding. The holiday grew from rites of the Daejonggyo religion and the exiled Provisional Government; the Republic made it official in 1949 and used a Dangun-era calendar until 1961.

When and how

South Korea, every October 3 since 1949; earlier observed by Daejonggyo from 1909 and by the Provisional Government in Shanghai.

How we know

South Korean holiday law and government records, including the 1948 law adopting the Dangun calendar and its later repeal.

Debates and open questions

Critics question celebrating a myth as history; supporters see a unifying cultural symbol. North Korea, which promotes Dangun as historical, also holds ceremonies.
