Fentanyl, cartels and the US crackdown on narco-trafficking
Cartels named terrorist groups Feb 2025· Issue or flashpoint

The synthetic-opioid trade run largely by Mexican cartels, and Washington's escalating response: terrorist labels, tariffs and military strikes.
See it on the Geopolitics map →The picture
Fentanyl is a synthetic opioid about 50 times stronger than heroin. US overdose deaths peaked near 110,000 a year in 2022–23, most involving fentanyl, then fell by about a quarter in 2024 and further in 2025. Mexico's Sinaloa and Jalisco (CJNG) cartels make most of it from Chinese precursor chemicals; most is smuggled through legal border crossings, usually by US citizens. In February 2025 the US named eight cartels and gangs terrorist organizations, opening the door to wider sanctions and military force.
Why it matters
Fentanyl became the stated reason for tariffs, terrorist designations and lethal force, fusing drug policy with trade and sovereignty disputes involving Mexico, Canada, China and Venezuela.
Key facts and numbers
CDC provisional overdose data; DEA National Drug Threat Assessments; CBP seizure records showing most fentanyl caught at the southwest border; US Sentencing Commission data on who smuggles.
What to watch
Why deaths fell so fast is debated: weaker supply, more naloxone and treatment, a changing drug mix or fewer vulnerable users. Both governments' credit-taking is disputed.

▸US strikes on alleged drug boats in the Caribbean are a legally contested front in Fentanyl, cartels and the US crackdown on narco-traffickingDisputed
The relationship
The administration presents the strikes as a front in its war on cartels it labeled terrorists, saying the boats carry drugs that kill Americans. Critics note such boats mostly carry cocaine, while fentanyl comes overland from Mexico, and say lethal force replaced arrests and trials.
Since when and why
Caribbean and eastern Pacific, from September 2025; the legal theory, an 'armed conflict' with cartels, was notified to Congress in October 2025.
How solid?
Official statements and notices to Congress establish the stated link; DEA data on fentanyl's Mexican land route undercut it for fentanyl specifically.
What to watch
Whether US or international law allows treating smugglers as combatants, whether strikes reduce drug flows at all, and why so little evidence about the boats is public.
▸Fentanyl, cartels and the US crackdown on narco-trafficking strains US security ties with MexicoFact
The relationship
Washington blames Mexican cartels for fentanyl deaths and presses Mexico to extradite leaders, seize labs and allow more US surveillance; Trump has floated strikes on Mexican soil. Mexico rejects intervention and blames US drug demand and the flow of US guns that arm the cartels.
Since when and why
Mainly Sinaloa and Jalisco states; tensions rose after the US terrorist designations of February 2025 and amid the Sinaloa cartel's internal war since 2024.
How we know
US indictments and DEA reports; Mexican government security data; US government traces showing about 70% of guns recovered in Mexico came from the US.
What to watch
How much Mexico's crackdown reflects US pressure versus its own strategy, and whether the US would act unilaterally inside Mexico, are debated.
▸Fentanyl, cartels and the US crackdown on narco-trafficking was the stated rationale for some 2025–26 US tariffs ('Liberation Day')Fact
The relationship
In February 2025 Trump declared fentanyl a national emergency and used it to impose tariffs: 25% on non-USMCA goods from Mexico and Canada, later 35% for Canada, and 10%, then 20%, on China. Critics noted Canada accounts for under 1% of fentanyl seized at US borders.
Since when and why
Executive orders of February 1, 2025, effective in March for Canada and Mexico; the China rate was cut to 10% after the October 2025 Busan summit; all were struck down in February 2026.
How we know
The orders cite fentanyl explicitly; CBP seizure data show the vast majority seized at the southwest border; the Supreme Court ruling ended them.
What to watch
Whether tariffs pushed Mexico, Canada and China to act on fentanyl, or falling overdose deaths had other causes, is disputed.
▸China (People's Republic of China) is the main source of precursors for Fentanyl, cartels and the US crackdown on narco-traffickingWidely agreed
The relationship
After China banned fentanyl-type drugs as a class in 2019, direct shipments to the US dried up, and Chinese chemical sellers instead supplied precursor chemicals to Mexican cartels, which make the final drug. China says it controls drugs strictly and blames US demand.
Since when and why
Chemical suppliers mainly in China, with some in India, shipping to Mexican ports such as Manzanillo; Xi pledged cooperation at summits in November 2023 and October 2025.
How solid?
DEA threat assessments, US indictments of Chinese companies and seizure records; China added more precursors to export controls in late 2025.
What to watch
How much Beijing can or will police its vast chemical industry, and whether its cooperation is a bargaining chip in trade talks.
