What it is

In January 2002 the Boston Globe's 'Spotlight' team reported that the Archdiocese of Boston had moved abusive priests between parishes for decades; Cardinal Bernard Law resigned that December. A 2004 US study found about 4,400 priests accused since 1950. Inquiries followed in Ireland, Germany, Australia, Pennsylvania and France, where a 2021 report estimated 216,000 minors abused by clergy since 1950. Protestant bodies faced reckonings too, including the Southern Baptists (2022) and the Church of England (2024).

Why it matters

It cost the churches moral authority, billions of dollars in settlements and many members, and forced new rules on reporting, safeguarding and holding bishops accountable.

Sources and history

Court records, church files released in lawsuits, and official inquiries: the John Jay Report (2004), Ireland's Ryan and Murphy reports (2009), Australia's Royal Commission (2017) and France's Sauvé report (2021).

Questions and debates

The true scale is unknown, since many victims never report. Debate continues over how much celibacy, clericalism or institutional secrecy mattered, and how rates compare with other institutions.

Connections (2)

▸Clergy sexual abuse crisis accelerated, in Ireland and elsewhere, Secularization in the WestMostly agreed by scholars

The connection

Abuse scandals sped decline where the church had been strongest. In Ireland, reports from 2005 to 2011 exposed decades of abuse and cover-up; Catholics fell from 84% of the population in 2011 to 69% in 2022, and voters legalized same-sex marriage (2015) and abortion (2018). Similar effects followed in the US, Germany, Chile and Australia.

When and where

Ireland's Ferns (2005), Ryan and Murphy (2009) and Cloyne (2011) reports; Germany's record of over 500,000 Catholics formally leaving in 2022; Chile after 2018.

How do we know?

Census and church-exit data, and economists' studies (Bottan and Perez-Truglia, 2015) linking US scandals to lower attendance and giving in affected areas.

Questions and debates

Decline began before the scandals, driven by prosperity and education, so how much they caused rather than accelerated it is debated.

▸Pope Francis held a 2019 Vatican summit on Clergy sexual abuse crisisHistorical record

The connection

After first defending a Chilean bishop accused of covering up abuse, Francis apologized in 2018. In February 2019 he summoned bishops' leaders worldwide to a Vatican summit on protecting minors, then required clergy to report abuse and cover-ups (Vos estis lux mundi, May 2019) and lifted papal secrecy on abuse cases. He also defrocked former cardinal Theodore McCarrick.

When and where

Vatican, February 21–24, 2019, with about 190 church leaders; follow-up laws in May and December 2019.

Historical evidence

Vatican documents, summit transcripts and the new laws, all published.

Questions and debates

Survivors' groups called the reforms overdue and weakly enforced; whether bishops are truly held accountable remains disputed.
